It would be great if a victim of a crime were allowed to press or drop charges against an offender. For instance, you're a wife. You're flying in high security space when your jealous, alcoholic husband suddenly jumps into the system, flies up to your ship, and blasts it out of the sky. The UEE authorities don't know the whole situation. They don't know how much he needs you and how much you love him. They decide to put a warrant out for his arrest. Right then, the authorities ask you, "June 25, 2956, Mr. Beater attacked you, destroying your ship. We have it all on record. Would you like to press charges? If not, the record will remain, however we will not arrest him nor will we issue a warrant for an arrest." You answer, "drop charges," and things go back to abnormally normal.

There would have to be restrictions on this feature, like a player can only attack you once or twice. After that, the drop charges option is invalid and the offender immediately becomes a wanted criminal.
