Maxwell holds all the features for level 12.0 and 12.1(came about with the move to DX 11.3 standard)

AMD's current crop of cards do not have conservative rasterization, though no doubt the 300 series will be fully hardware compliant to the highest level (or more).

As a result it looks like neither Nvidia nor AMD lied about being DX 12 ready, though the truth is that the standard is already split into three parts at conception (DX 11 (emulate most), DX 12.0 (some emulation??) , DX 12.1 (Full hardware)).

It would also seem that a card with DX 11.3 has all the features needed to run DX 12.1, which would further indicate that DX 12 is more of a software implementation to... kinda unlock the power (if my thought it coming across correctly)

(extra tidbit of rumor, unless somebody finds the source, is that the development of the Xbone was geared to an eventual DX 12 move. As would seem obvious, Microsoft knew well in advance about DX 12, though it would also seem prudent that Microsoft would not push DX 12 in a direction not usable by the Xbone (not wanting to shoot themselves in the foot and all).)

*Edit* I came across a forum post from a claimed programmer that said Raster Ordered Views (ROVs) can be emulated in software, but he/she reported "... like it took 300ms to render a single trivial test frame when enabled with no overlap/contention at all."
