OK, I understand piracy can come with negative effects. Like no longer traveling through UEE space. But what about player vs. Player? Or different organizations going to war? Are they automatically getting the same treatment as a pirate? If not, how will the system be set up to know the difference between a pirate and non pirates who attack each other?
